According to the “Implementation Plan for Hefei Municipal Government to Accelerate the Elimination of Yellow Label Vehicles and Old Vehicles”, Hefei basically eliminated the whole society yellow label vehicles before the end of 2015. Since January 2014, Hefei has completely started the elimination of yellow-label vehicles and old vehicles. It has cancelled 31,200 yellow-label vehicles and old vehicles, and completed the 2014 annual target task assigned by the provincial government to Hefei. As of the end of 2014, there were about 41,200 yellow-label vehicles in Hefei (including 0.62 million yellow-label gasoline vehicles and 35,000 yellow-label diesel vehicles).

At the meeting, the municipal government signed the target responsibility letter with the relevant departments of the counties (cities), development zones and municipalities. All localities will implement the elimination work to specific units, specific people and specific vehicles, clearly complete the time limit and responsible persons, establish account books and sales number management, and ensure that the target tasks are completed by time nodes.

Party and government organs take the lead in eliminating yellow label cars

The party and government organs and enterprises and institutions will take the lead in demonstrating this phase-out. Before June 1st, the provincial, municipal and sub-district party and government organs, institutions, and state-owned enterprises were all eliminated (including special vehicles such as banknotes, ambulances, firefighting, police, engineering rescue, and garbage cleaning). From June 1st, the yellow standard car of the party and government organs and institutions will not issue the safety technical inspection and environmental protection inspection mark.

At the same time, Hefei will strengthen the supervision of the elimination of social yellow-label vehicles, and register and verify the customs. The municipal traffic management department took the lead in finding out the number of operating yellow-label vehicles registered in the city and their affiliated units, and researching the elimination plan and organizing implementation. For all types of passenger and cargo, hazardous chemicals transportation and other operating vehicles that have not obtained the safety technology inspection and green environmental protection inspection mark, no "road transport permit" will be issued. The municipal public security traffic police department strictly stipulates vehicle registration, transfer registration and inspection. For vehicles that have not obtained the inspection mark within three consecutive inspection periods after the expiration of the mandatory retirement period or the safety technology inspection period, the vehicle shall be subject to the mandatory standards for motor vehicle scrapping. 》Compulsory to scrap. In order to encourage car owners to phase out yellow-label vehicles in advance, the municipal finance and environmental protection departments jointly issued the “Management Measures for the Elimination of Supplementary Funds for Hefei Yellow Label Vehicles”. The method stipulates that the following three conditions can be used to receive the award. First of all, the vehicle is registered in the name of the individual or private enterprise in the city's public security traffic control department of the yellow standard car; secondly, the country's mandatory retirement period is more than one year; in addition, the vehicle remains intact, there is no private removal of vehicle accessories.

According to the yellow car model and vehicle registration time, the reward amount for each car ranges from 3,400 yuan to 16,000 yuan.
