1 Scope of application

This Guideline applies to the construction of safety facilities for the construction, construction and storage of dangerous chemicals, and the construction of chemical production facilities and facilities with hazardous chemicals (hereinafter referred to as construction projects) within the territory of the People's Republic of China. 2 Terms and definitions

2.1 Chemicals

2.4 Reconstruction project

2.5 Expansion Project

3.2 Dangers, harmful factors and dangers and harmfulness involved in the construction project

3.2.1 Dangerous and harmful factors

1. Qualitative, quantitative analysis and forecasting of the following aspects of the construction project through the accidents of similar production or storage devices and facilities at home and abroad:

(1) The possibility of leakage of explosive, flammable, toxic and corrosive chemicals in the workplace;

(2) After a leak occurs in a workplace involving explosive or flammable chemicals, there are conditions and time required to cause an explosion or fire accident;

(3) The rate of diffusion of toxic chemicals after exposure to toxic chemicals and the time to reach the maximum human exposure limit;

(4) The scope of casualties caused by explosions, fires, poisoning, and burns in workplaces involving explosive, flammable, toxic, corrosive chemicals.

2. It is predicted that the construction project involves the largest explosion in the workplace where explosive and flammable chemicals are present, the amount of sewage generated by the fire accident, and the amount of sewage generated by the most serious explosion or fire accident.

3.3 Safety measures and recommendations for adoption in the construction project safety assessment report

3.3.1 List all safety measures and recommendations for the implementation of safety measures and recommendations in the construction safety assessment report, and all the safety facilities and locations (parts) where they are located.
