On October 22, 2014, the Ministry of Finance, the Ministry of Industry and Information Technology and other seven departments issued the "Beijing-Tianjin-Hebei bus and other public service areas for new energy vehicles promotion work program (2014-2015)." According to the plan, from 2014 to 2015, China will promote 20,222 new energy vehicles in the public transportation service area of ​​Beijing-Tianjin-Hebei region, including 5,715 vehicles in Hebei Province. In addition, Hebei Province will add 83 charging stations and 5455 charging stations of various types.
Due to the large base and the high increment of motor vehicle ownership, the proportion of motor vehicle emissions in the airborne particulate matter pollution is high. In 2014, about 20%-35% of the fine particulate matter in the Beijing-Tianjin-Hebei region came from motor vehicle exhaust emissions. Vehicles in public service such as public transportation have the characteristics of long average daily mileage and high emissions of bicycle pollutants. The annual total emissions of bicycle pollutants are much higher than that of private cars.
According to the plan, by the end of 2015, 10 cities including Shijiazhuang in Hebei Province will promote 5,715 new energy vehicles in the public transportation service sector. Among them, the main iconic traffic trunks carry out demonstration operation of pure electric and plug-in hybrid buses, and gradually expand to the surrounding scenic spots, tourist routes, counties (cities, districts), and plan to promote 3775 new energy buses. Renovate 196 new energy vehicle bus lines; encourage demonstration cities to set up pure electric rental companies, carry out taxi business, promote exploration experience for large areas, and promote 1940 new energy vehicles in official, logistics and sanitation vehicles.
By the end of 2015, the proportion of new energy vehicles in the Beijing-Tianjin-Hebei region will be no less than 16%, and the proportion of new energy vehicles in Beijing-Tianjin taxis will be no less than 5%. Hebei Province will continue to promote and apply new energy vehicles in demonstration cities. The application level of new energy vehicles in the field of public transportation and public services is leading domestically.
From 2014 to 2015, there will be 94 new power stations in the Beijing-Tianjin-Hebei region, with 16,200 new charging piles. By the end of 2015, the total number of charging and replacing stations in the Beijing-Tianjin-Hebei region will reach 112, and the total number of charging piles will reach 19,657. Basically, the construction of a charging facility network with moderately advanced capacity will be built on the premise of ensuring operation. Among them, Hebei will be required to incorporate the infrastructure of new energy buses into the bus station construction plan. At the same time, in the future urban residential buildings and large public buildings design and construction process, fully consider the charging needs of new energy vehicles, reserve charging interface.
The plan is clear. By promoting new energy vehicles in the public service areas such as public transportation, the new energy vehicle promotion and application pattern in public transportation services such as public transportation will be initially established, and a green public transportation system will be gradually established to promote continuous improvement of ambient air quality. By the end of 2015, Beijing The Jinji region achieved fuel economy of 130,000 tons and reduced carbon dioxide emissions by 185,000 tons in the same year, improving the air quality in the Beijing-Tianjin-Hebei region from the public transportation sector.
