In order to reduce the design cost, a set of retrofit design schemes and construction drawings can be used in the same community with existing buildings of the same structural form. The construction unit of the energy-saving renovation project shall openly bid for the requirements of the city. The construction unit and the supervision unit of the energy-saving renovation project shall be determined in the form of bidding and bidding, and the construction unit must have corresponding construction qualifications. Insulation renovation project construction units need to have thermal insulation construction performance of more than 30,000 square meters.

For the three comprehensive energy-saving renovation projects, a group of construction and supervision units will be selected in the form of open bidding, and the implementation unit of the transformation project may choose to use it, and may also determine the alternative for open bidding. For projects that only perform energy-saving heat-supply measurement and pipe network balance, the Municipal Municipal Public Utilities Bureau's heating management department determines the construction and supervision units in the form of bidding.

The reconstruction unit and the winning bidder must sign a contract for improvement. The three energy-saving project contract and supervision contract should be reported to the construction market and construction management department of the municipal urban and rural construction committee respectively. After the signing of the two remodeled project contracts, they shall be reported to the Municipal Heating Administration Department of the Municipal Public Administration Bureau for the record.

Before the implementation of energy conservation retrofitting of enclosures, the project implementation agency shall go through the procedures for quality and safety supervision of the energy conservation renovation project, and accept the supervision of quality and safety supervisors at any time during the construction process. Before the construction unit constructs, it is necessary to carefully prepare technical plans for renovating the construction organization, provide technical disclosure and professional technical training for the construction personnel, and perform safety protection and fire prevention measures in accordance with relevant requirements, and strictly follow the design and relevant national construction technical specifications and standards. The construction materials, equipment, components, products, measurement and control devices selected for the renovation project must have quality certificates, performance test reports, and site acceptance records. After the project is implemented, the project implementation unit may apply for a reward fund to the Municipal Finance Bureau on the basis of the project implementation confirmation letter issued by the municipal urban and rural construction commission. During the implementation of the reform project, the municipal finance will allocate follow-up incentive and subsidy funds in batches according to the progress of the project. After the project is evaluated and accepted, the fund will be liquidated according to the results of the acceptance assessment.

The Municipal Finance Bureau and the Municipal Urban and Rural Construction Committee will supervise and inspect the use of funds and the implementation of the project. Any fraudulent, falsely confiscated, intercepted, misappropriated, or detained special funds shall be dealt with in accordance with the relevant regulations of the State upon verification. In addition, in order to support the existing energy-saving renovation of residential buildings, the project implementation unit shall, when handling all supervision and filing procedures, be subject to the payment of accidental injury insurance for workers, and other expenses shall be reduced or exempted.
