Li Qingbin: Deputy General Manager of Changzhi City Property Automobile Trading Co., Ltd., Sales Jinbei Light Truck

From construction: Gansu Shuangyuan Automobile Trading Co., Ltd., sales of Foton light trucks

Wang Lixin (a pseudonym): An light truck dealer in Anqing, Anhui Province

Deng Min (a pseudonym): A light truck dealer in Baoding, Hebei Province

Wang Ping (a pseudonym): A light truck dealer in Tianjin

Moderator: From July 1, light trucks under 3.5 tons will implement State III standards. Before July 1, heavy vehicle implementation country III, the phenomenon of advance purchase of cars appeared on the market. Is this similar to the light truck market this year? As a light truck dealer, what are you currently doing?

Li Qingbin: In the past two months, our sales situation was not good. In May, less than 10 vehicles were sold. In June, up to now, 56 vehicles were sold. There was no case where users purchased cars in advance. Although the National III light truck is expensive, it is now in the off-season sales period from May to October, and users are not paying much attention to price changes.

Every year until May, I have consciously controlled the inventory, because in the off-season, the product backlog is too bad for everyone. If government departments strictly control emissions upgrades, our pressure will be even greater. Now the dealers are cash-paying vehicles, and they have to consider which models sell well before they dare to enter the car. After all, the backlog is their own money. Unlike before 2000, they cannot be sold back to manufacturers.

If the local vehicle management office received a “Notice of the National Standard from a few days ago, we can get relevant information from the vehicle management company. But we have not received any documents, notices, and the dealers are waiting. I do not know what to do.I reckon that if it is the implementation of the State III standard on July 1st, then it should have been under the file, but now the DMVC and other departments have not received a notice, indicating that there may be a transition period in small cities. For example, domestic large and medium-sized cities are implemented starting on July 1. Small cities may be postponed to the end of the year.

Some users now buy a State II car but are not on the card for the time being. They plan to go on sale again in August and September. We suggested that he should be on the card within 3 days. If he does not do this, we will not dare to sell him the car.

Wang Lixin: Our June sales are also worse than May.

As for how the market is going and how effective the vehicle management agency is, we cannot be sure, but I estimate that the possibility of decking is very small in the future. Because last year, heavy trucks implemented State III standards and there were many decks in the local area. It is relatively loose, and the standard for light trucks III below 3.5 tons has been delayed for one year. Therefore, once it is implemented as scheduled, inspections of deck vehicles will increase.

In addition, after July 1, if the manufacturer's product quality is not stable, can not meet the market requirements, the State II car still has room for survival, then the inspection of the deck may be relaxed; if the product quality is stable, then the inspection will be strict a lot of. Therefore, we are all compressing inventory and reducing risks. We will first pass this stage. After all, there are too many rolling cars. Once we can't sell decks, our pressure is greater. In addition, we also try not to give the license plate to the National II in advance, because the car with a good license is a disguised second-hand car, and users must desperately bargain. As far as I know, other dealers are similar to us. In addition, I have been observing local vehicle management agencies, and the number of light trucks that go to the license plate there has decreased.

Now there is a key issue that is not enough propaganda, I feel that users have an indifferent attitude towards the implementation of the deck car and the national III standard. As a dealer, we can only advertise when users visit the store.

Deng Min: The sales in June were not very satisfactory. We sold more than 60 vehicles in May. In June, we sold more than 20 vehicles as of the 23rd. This is because users buy cars mainly for transporting crops, and some farm jobs are now basically completed, so fewer people buy cars.

We are also reducing inventory, there is no car, nor a good card in advance to the vehicle, because the high cost of licensing, after a good car license, the cost to increase 4000 ~ 5,000, the user does not recognize. When the State II was transferred to the State III last year, the local Dongfeng dealership gave a license to a group of cars ahead of schedule, and it still has a backlog in its hands. We also learned from it. We dare not press too much and are afraid to sell it.

The National III standard for light trucks below 3.5 tons is a true implementation or a “fake implementation; we are inexpedient, nor are we able to sell decks after July 1. We need to wait and see for a while before making a decision. If it is strictly implemented, III Standards, that dealers have made the country's car in advance to earn; if some places allow deck sales, this lot will be in their hands.

As for the attitude of the manufacturers, it is not worthwhile to do anything but to let us put the stock cars in advance. However, we are afraid that we will not be able to sell on the card, so we say that it is contradictory. In case the vehicles cannot be sold, the manufacturers will not give back, and the risk is great.

From construction: Our sales are relatively stable, similar to June and May, and sales of 110 to 120 vehicles a month. Like the first few dealers, we are also reducing the inventory of China II cars. Similarly, we have not received any notification on how to implement the Light Vehicle Country III standard below 3.5 tons in Lanzhou after July 1.

Wang Ping: The situation in Tianjin is different. June sales rose from May, with an increase of around 20%. Because the sales situation is not bad, we have smashed dozens of vehicles of the State II, but we have not yet given these cards. We plan to build decks and give this lot of cars a national III license, or an agricultural license.

Moderator: Compared to the National II car, the price of the National III car will rise?

Wang Lixin: This is divided into two situations: One is the genuine State III car, the price is more than 10,000 yuan more expensive than the national II car; the other is the deck car, the price will rise. The Inland Revenue Department does not know whether or not there is a decking phenomenon in the car. It can only be taxed on the basis of the price of the State III vehicle announced on the Internet. In other words, the price of a branded car is the price of a State II car plus the purchase tax of a State III car. In this way, users would rather buy deck cars, pay more taxes, and are reluctant to buy a national III car.

Wang Ping: Now that the manufacturers have not given any pricing to the National III cars, they do not know how much more expensive they are than the State II cars, but the prices will certainly rise. Moreover, the increase will be different depending on the engine model.

Li Qingbin: Based on experience, I feel that the price of the National III car is RMB 3000~4000 higher than that of the State II car, which is acceptable to users. However, we can't control this area. We haven't received pricing notices so it's not clear. I think that manufacturers will compare prices with each other and then price them based on factors such as popularity and quality. After being put on the market, the price difference of each brand's State III light truck will not be too much, and the price difference between them is more realistic than 1000~2000 yuan.

From construction: We already have a State III car here, which is more than 5,000 yuan more expensive than a State II car.

Moderator: So, how do you predict sales in the second half of the year?

Wang Lixin: It is estimated that there will be a transitional period in the second half of this year. It is not realistic for users to accept the difference of more than 10,000 yuan at a time. They are still waiting for the policy. Actually, it is not only emissions escalation. “How do the cars go to the countryside? How do we implement the policies and what policies we have in the next step? We must wait and see again for some time. Sales at this stage will definitely have to be reduced. I think this transition period is about three months or so. Allow sales of decks and prices to change little, and sales will continue to grow. If you die and die, sales will be greatly affected. Consumers of light trucks with a capacity of less than 3.5 tons will have less purchasing power, and they will not be too convinced that China III will save fuel and environmental protection. .

Deng Min: If we really implement the national 3 standard, sales will certainly not be ideal. There will be a transitional period. It will not be easy to say how long it will take. It may be three or four months, or it may be six months. Users who are eager to buy a car will of course buy it. If they are not in a hurry, they will not change their car.

Wang Ping: The sales situation in the second half of the year is certainly not good, because Tianjin's construction fee is charged according to the tonnage of the vehicle, and one ton is required to pay 110 yuan. Coupled with the increase in the vehicle price, it will definitely affect sales.

From the construction: the key depends on the country 3 strict implementation of strict, if strict, sales must decline.

Li Qingbin: I expect the sales situation in the second half of the year to improve. Because the new projects in Changzhi were not started in the first half of the year, the construction of several highways (such as Changzhi to Linyi) scheduled for the first half of last year will be started in the second half of the year. The current coordination meeting has been completed and the preliminary work is being prepared. This will surely result in Stimulate truck sales. Our dealers guarding the construction site will also have some light.

Moderator: The time for the light trucks under 3.5 tons to implement the State III is up, and the attitude of the distributors is still awkward, wait-and-see, wait, hesitation, and even think that implementation will be postponed in some areas. This attitude of the distributor is not unreasonable. On July 1 last year, after the implementation of State III standards for light trucks with more than 3.5 tons, the phenomenon of decking was rampant. As a result, many of the dealers who had originally sold the State III vehicles suffered a significant loss, and the light truck companies were at a loss.
Here, the reporter would like to remind the relevant departments: the policy can not be eliminated. Since it is decided to implement it as scheduled, it should do a good job in the implementation of policies and supporting supervision. At the same time, the previous policy should be evaluated and the loopholes should be filled in. Only in this way can policies achieve the desired results. On the contrary, the effect of the implementation of the policy will be greatly reduced, and the loss will also be the country.
